The Ministry for Communities and Territories Development continues to work on the concession terms for the first and container terminals at Chornomorsk port.

This was reported by the ministry’s press service.

At the latest meeting of the tender commission, members reviewed the progress of the competitive dialogue and participants’ proposals on the project’s technical specifications. The discussion covered the key terms of the future concession agreement and the next steps in preparing the tender documentation.

At the next stage, the Commission will consolidate the proposals received, prepare a draft agreement and continue engagement with potential investors.

The concession of the port terminals is of strategic importance for Ukraine. Bringing in a private partner will make it possible to modernise the first and container terminals, attract investment, improve the efficiency of their operations and increase operational capacity, the Ministry for Restoration explained.

The state plans to select a partner with experience in managing port infrastructure, who will ensure its development and deliver a long-term economic impact.

  • In January this year, a presentation of the public-private partnership project at the sea port of Chornomorsk took place in Brussels. The event for Ukrainian and European investors was organised by the European Commission.
  • At the time, the Deputy Minister for Communities and Territories Development explained that the concession does not предусматривает privatisation. According to her, the state will transfer the terminals to a private partner for management for a period of up to 40 years following an open tender, while retaining ownership of strategic assets and oversight of the fulfilment of investment commitments.
  • In June, it became known that some of the world’s largest port operators had joined the tender for the container terminal in Chornomorsk. The list included APM Terminals, Yilport, the Mariner–TAS consortium (association), as well as the Abu Dhabi Ports and SKF Holdings UK consortium.
