Negotiations on ending the war, including on territory and security guarantees, must take place at leaders’ level with Ukraine’s participation.
President Volodymyr Zelenskyy said this during a joint press conference with Dutch Prime Minister Rob Jetten.
“But if we need to hold talks about how to truly end this war, on all issues, including such sensitive ones as territory and security guarantees, then we must speak at leaders’ level with Ukraine represented. Without us, no one can agree anything — without Ukraine, about Ukraine,” Zelenskyy stressed.
The President also added that he does not know when a meeting of the leaders of Ukraine, the United States and Russia might take place: “I don’t know when we will have a meeting with Russia at leaders’ level. Today, with all due respect, this depends on various countries. But it depends on the Russian side, because they have never supported this before.”
The President also commented on the energy ceasefire, noting that it is not working. According to him, US President Donald Trump publicly proposed such a ceasefire, Ukraine supported the proposal, but Russia did not.
“The energy ceasefire is not working. President Trump proposed it in the media. We supported it in the media, and Russia did not.”

He added that Ukraine is now responding in kind to Russian strikes on energy infrastructure.
