On 4 November, the European Commission published its annual Report on Ukraine as part of the EU Enlargement Package and, according to the document, our country has shown progress.

This was stated by Prime Minister Serhii Koretskyi.

“There is certainly work to be done, but the direction of travel is very clear. The European Commission has confirmed that Ukraine has met the conditions to open all remaining clusters. The state of preparedness for accession has improved in nine chapters. That is more than twice as many as last year. There has been no deterioration in any chapter, and no rollback of reforms. Good or very good progress has been noted in 10 chapters. These include energy, the digital sector, financial services, taxation, education, science, agriculture and customs,” Koretskyi said.

The Prime Minister added that the foreign policy, security and defence sphere has received the highest progress rating for the first time.

The European Commission also noted that anti-corruption institutions in Ukraine operate independently and effectively, the head of government said. Ratings have increased in the areas of the judiciary and justice, on which the transition to the next stage of negotiations depends.

“The next goal is to obtain an interim assessment of the benchmarks (IBAR) at the beginning of 2027. To that end, at the initiative of President Volodymyr Zelenskyy and European Commission President Ursula von der Leyen, a joint Ukraine–EU working group has been established. We are setting ambitious but achievable goals. There are areas where we need to work faster. We are taking the European Commission’s recommendations forward,” Koretskyi concluded.
