In Kherson, Russian troops began to capture civilians as reported on the Telegram channel of the head of the Kherson Regional State Administration Gennady Laguta.
"There are already cases in Kherson when rascists (Russian fascists) have captured civilians!" One case occurred in Shumen," the statement says.
Gennady Laguta also urged all city residents to stay at home.
