The Parliamentary Assembly of the Council of Europe [PACE] unanimously adopted a resolution to begin the political process of establishing a special tribunal on russia.

This was announced by Chairperson of the Verkhovna Rada Committee on Economic Development Dmytro Natalukha.

"The Ukrainian delegation fought like lions for every vote, and in the end, despite strong opposition from some colleagues from different countries, we all managed to pass this, without exaggeration, historic resolution," said Natalukha.

He added that as a nice bonus - this document also takes the ideology of the "russian world" out of the law.

According to the text of the PACE resolution, both the military and political leadership of the russian federation and directly those who committed the crimes must appear before the tribunal, Ukrinform reports.

The tribunal should also be empowered to investigate and prosecute crimes of aggression, probably committed by russia's political and military leadership. The tribunal should also have the right to issue international arrest warrants without limitation by immunity of the state or heads of state and government and other public officials.

A special judicial body should be set up by a group of like-minded states in the form of a multilateral treaty approved by the UN General Assembly and with the support of the Council of Europe, the European Union and other international organizations.

The tribunal is proposed to be located in Strasbourg (France).

At the initiative of the Ukrainian delegation, a proposal to the PACE resolution they proposed “to use the assets of russian citizens subject to sanctions for their responsibility in the war of aggression against Ukraine by the russian federation as soon as their [assets] confiscation is final, to compensate Ukraine and its citizens of any damage caused by the war of aggression of the russian federation".

After the publication of evidence of war crimes committed by russian troops in Bucha, Germany proposed to establish a tribunal to punish the perpetrators, similar to the one that existed in Yugoslavia.

In early April, a petition to establish a new tribunal over russia gathered 1.7 million votes out of the 2 million needed.
