Due to the armed invasion of Ukraine, the International Anti-Money Laundering Group (FATF) has removed russia from influencing decision-making in the organization, and is considering russia's inclusion in the "black list" of terrorist countries.
This is stated in a letter from FATF President Marcus Pleyer to the head of the SCFM of Ukraine Igor Cherkaskiy, which is available to ZN.UA.
"FATF members held intensive discussions on the current situation in Ukraine. The FATF is closely monitoring the situation and it can be noted that the Russian Federation's influence on the FATF has decreased significantly. In light of the Russian military invasion of Ukraine, money and terrorist financing, " said Pleyer.
Also, according to the head of the FATF, the issue of including russia in the sanctions list is being considered.
"The State Financial Monitoring Service of Ukraine has officially submitted the candidacy of the russian federation to the ICRG process through the MONEYVAL Secretariat. This issue is currently being resolved in accordance with the procedure," the letter reads.
The FATF Blacklist is a list of countries that do not comply with international norms related to money flows generated by criminal activities and aimed at financing terrorism. Getting a country on this list automatically deprives it of international support, and legal entities and individuals from these countries face the greatest difficulties in international activities.
In addition to the FATF blacklist, there is also a “gray” list. It contains countries that are under the increased control of the organization. "Black" and "gray" FATF lists are periodically reviewed.
Earlier, the State Financial Monitoring Service of Ukraine officially submitted the candidacy of the russian federation to the ICRG process (inclusion in the "black" list of the FATF, - ed.) Through the MONEYVAL Secretariat.
Minister of Finance of Ukraine Serhiy Marchenko addressed 37 finance ministers of member states and observers of the Financial Action Task Force on Money Laundering (FATF) with a request to consider excluding russia from the FATF and including it in the FATF "black list".
