The acting head of the Security Service of Ukraine, Vasyl Malyuk, and acting Interior Minister Ihor Klymenko will apply for full-time positions, a deputy chairman of the committee on national security, defence and intelligence, MP Maryana Bezuhla, has said.

"We are dismissing the Ministry of Defence and the Ministry of Strategic Industries. The permanent heads of the SBU and the Interior Ministry," she wrote on Facebook.

Malyuk has been acting head of the SBU since 18 July 2022. Since March last year, he had been Ivan Bakanov's first deputy for a year. The day before, on 17 July, Bakanov was removed from office.

Ivan Bakanov, the head of Zelenskyy's campaign headquarters, director of Studio Kvartal-95 LLC and Kvartal 95 LLC, and former leader of the Servant of the People party, joined the SBU leadership in May 2019. Zelenskyy called him "the most honest head of the SBU since independence". Bakanov is a childhood friend of Zelenskyy.

On 18 January 2023, a State Emergency Service helicopter crashed in Brovary, Kyiv Region, near a high-rise building, hitting the building of a kindergarten where parents were dropping off their children. The helicopter was carrying Interior Minister Denys Monastyrsky, First Deputy Minister Yevhen Yenin and State Secretary Yuriy Lubkovych. They were killed. The government appointed the chief of the National Police, Ihor Klymenko, as acting interior minister.
