Volodymyr Zelenskyy has arrived in Germany on an undeclared visit, Yevropeyska Pravda has reported, quoting DPA.
According to the agency, he landed at Frankfurt Airport, after which he was escorted by law enforcement officers to a meeting in the Rhine-Main area.
It quoted presidential spokesman Serhiy Nikiforov as saying that Zelenskyy is to visit the military base in Wiesbaden, from where partner assistance is being coordinated.
Earlier, it was reported that EU leaders did not invite Zelenskyy to the summit because they feared Orban's reaction, although the Ukrainian president wanted to be in Brussels.
Zelenskyy also recently paid an unannounced visit to Norway, where he discussed the needs of the Armed Forces and further cooperation with the country's MPs.
