Russian troops have hit the city of Kupyansk with guided aerial bombs, the head of the Kharkiv Regional Military Administration, Oleh Synyehubov, said at 14:34.
An impact was recorded in the central part of the city.
A 59-year-old and a 39-year-old man were killed in the shelling, and one woman was wounded. More people may be trapped under the rubble.
Residential buildings and civilian infrastructure were damaged. Specialised services are working at the site.
