Several ministries are implementing the refugee return strategy, but this work is not a priority for them.

The idea of creating the so-called Ministry of Return of Ukrainians is to pay special attention to the 7.5 million Ukrainians who have left. The refugee return strategy is divided between the Ministry of Economy, the Ministry of Reintegration, and the Ministry of Foreign Affairs, and it is not a priority there.

A separate ministry should prioritise this topic in reality. There is an intention to engage a team of people who will deal with the strategy of returning Ukrainians on a daily basis, Prime Minister Denys Shmyhal said at the annual press conference.

‘In order to return Ukrainians, they need to be motivated to return to where they are now. We understand today that not all Ukrainians will return. But Ukrainians abroad are also our people, they support our country with donations6 , protests, and expressions of opinion,’ Shmyhal said. 

This process should be coordinated, and it is the new ministry that should implement the strategy of returning millions of Ukrainians home. This ministry is currently being developed, and even its final name is not yet known.

Currently, less than 80% of refugees are ready to return to Ukraine. More than a million Ukrainians have settled in Germany, and about 900,000 in Poland. The Czech Republic ranks third in terms of the number of refugees. 

  • According to LB.ua, Ukraine wants to create a so-called Ministry of Unity to work with the Ukrainian community abroad. President Volodymyr Zelenskyy explained that the decision on the new ministry should be made in autumn. According to him, the return of Ukrainians is necessary, in particular, to ensure the country's economy after the war. The new ministry will also have to deal with counteracting Russia's work with Ukrainian refugees.
