President of Ukraine Volodymyr Zelenskyy signed Law No. 11063-d ‘On the State Agrarian Register’ (SAR), which was adopted by the Verkhovna Rada as a whole on 19 September 2024. The bill was supported by 267 deputies. This was reported by the Ministry of Agrarian Policy and Food.
‘The adoption of the Law ‘On the State Agrarian Register’ will contribute to further digitalisation of the Ukrainian agricultural sector, which is one of the requirements of international partners. Also, the State Agrarian Register should become a single electronic window for communication between agricultural producers and the authorities. Thanks to the adopted law, the range of those who will be able to receive state aid in the SAR will be expanded. We are grateful to the Verkhovna Rada for its support,' said Minister of Agrarian Policy Vitaliy Koval.
According to the law adopted as a whole, it is planned to:
- Expanding the range of users of the State Agrarian Register. Not only agricultural producers, but also water user organisations and agribusinesses will be able to receive state support;
- Regulation of the legal status of the State Agrarian Register and sources of its financing. In particular, the SAR is defined as a comprehensive information system that will ensure, inter alia, the collection, accumulation, integration, storage, display, processing of data, including the use of register information, provision of administrative and other public services.
- Defining the powers of the holder, administrator and technical administrator of the SAR, as well as the objects of the SAR and the types of register information to be processed therein;
- Ensuring the possibility of generating extracts from the SAR;
- Defining the rights and obligations of the users of the SAR;
- Determining the mandatory use of data from the SAR and/or software tools for maintaining the SAR when providing state support, providing partial guarantees for credit obligations of small and medium-sized businesses, and supporting agricultural insurance;
- Bringing the provisions governing the functioning of the SAR in line with the requirements of the Law of Ukraine ‘On Public Electronic Registers’;
- Establishment of separate subsystems (sections) of the register, which will enable the current State Agrarian Register, which currently operates in accordance with the Law of Ukraine ‘On State Support of Agriculture of Ukraine’, to be transformed into the State Register of Agricultural Producers (farmers' register).
- Introduce monitoring of the targeted use of state support and assistance, grants in agriculture, taking into account the position of international partners;
- Ensure electronic information interaction of the SAR with other information and communication systems, electronic information resources, cadastres and systems.
It is noted that the online platform State Agrarian Register was launched on 12 August 2022 with the support of the European Union. The platform was created to help Ukrainian agricultural producers. As of 18 September 2024, more than 176 thousand agricultural producers were registered in the State Agrarian Register. During this period, more than 50 support programmes were implemented through the State Agrarian Register.
