Ukraine still intends to prepare a plan to end the war in November and present it. But before any negotiations with the aggressor, Ukraine needs to be strengthened.
Ukraine has proposed a Victory Plan, and its partners could strengthen the country's position geopolitically by inviting it to join NATO. This was stated by President Volodymyr Zelenskyy in an interview with the media in Northern Europe.
‘Some partners are afraid to even talk about it. And this is the problem. If you are afraid to even talk about it, what will the negotiations with Russia be like? On whose side will the partners be at the meeting? This is very dangerous for us,’ he said.
The President emphasised that now we are talking about an invitation, not membership in the Alliance. The same applies to the armed deterrence package, which is another point of the Victory Plan.
‘It is not for use - it is only about deployment. Deploy it in Ukraine and tell the Russians - no secrets - tell the Russians what you have given us, and we will not use it. So the first point is to strengthen Ukraine before any kind of negotiations. The second is to be very honest in the negotiations, to be open, without playing games against us. To be open and very honest,’ the president said.
Zelenskyy said that his partners did not like the fact that the first Peace Summit was held without Russia. Therefore, the president agreed to Russian participation in the second summit, but on the condition that they could not block the plan. The partners then said that the countries of the Global South should be involved. Zelenskyy said he then ‘gave a signal’ to countries, including China and Brazil, that they could voice their own important comments, and Ukraine would include them in the plan if they could be effective. And when they heard that Zelenskyy was ready, they said that Ukraine only wanted its own plan. The president said that this was not the case and that Ukraine was ready to expand the victory plan. Ukraine has not received any response. However, it still plans to prepare a plan in November, and if there are comments from global representatives, Ukraine will be ‘happy’ to create a joint plan and put it on the table. Zelenskyy said that if these representatives want to invite Putin to the table, let them, but noted that Putin is not ready for this because he does not know what to do after the war.
