Shmyhal: Government approves draft state budget 2025 for second reading

The Cabinet of Ministers has approved the draft state budget for 2025, despite the changes made, the main priorities remain defence, defence capability and security of Ukraine.

This was announced by Prime Minister of Ukraine Denys Shmyhal.

According to Shmyhal, despite certain changes in the draft state budget, the priority remains the same - defence, defence capability and security of Ukraine. The government has proposed to allocate UAH 2 trillion 225 billion for these needs.

‘All the funds of Ukrainian taxpayers will be used exclusively for the security and defence forces, for the manufacture and purchase of new weapons, drones and equipment,’ Shmyhal said.

According to him, other priorities of the budget include the social sphere, education and healthcare. He adds that state budget expenditures were increased by UAH 50 billion for the second reading:

  • an additional UAH 24 billion for education (UAH 12 billion for additional payments to teachers and another UAH 12 billion for investment projects in the education sector);
  • additional UAH 6.3 billion for healthcare
  • additional UAH 5 billion to support veterans.
  • The road fund will not be funded in 2025, but UAH 12.6 billion will be allocated to repair areas important for defence and the functioning of the state economy.

‘This draft budget responds to the main challenges facing our country. This is our guarantee that Ukraine will have the necessary resources to withstand, win and become even stronger,’ the Prime Minister concluded.
