Russia has launched its 11th large-scale attack on Ukraine’s civilian energy infrastructure in 2024, according to the Ministry of Energy.
The extent of the damage caused by the latest assault is still being evaluated. “Power engineers are working to provide backup power supplies where possible. They have already started restoration work where the security situation allows,” the ministry reported.
The previous massive attack on 17 November forced Ukraine to reinstate scheduled blackouts to manage the energy deficit.
Details of the 28 November attack
During the night, Russia deployed attack drones, followed by missile strikes in the morning targeting Ukraine’s energy sector. The entire country was under threat, with western regions, including Stryy, Volyn, and Rivne, specifically warned of missile strikes.
Key incidents:
- Kharkiv: A civilian enterprise in the Kyiv District was hit.
- Lutsk: Several strikes partially disrupted electricity in the city.
- Vinnytsia Region: A woman was wounded.
- Sumy Region: An infrastructure facility was struck.
- Kyiv and Kyiv Region: Air defence systems were active, intercepting threats.
Rolling Blackouts Continue
The national energy provider, Ukrenergo, predicts that rolling blackouts may last until 20:00 tonight, though this remains subject to change. In this situation, scheduled outage plans are not applicable, and power grids are exchanging groups of outages where feasible.
