Shmyhal: law on amendments to Tax Code to come into force on 1 December

The laws on the state budget for 2025 and on amendments to the Tax Code will be signed by President of Ukraine Volodymyr Zelenskyy in the coming days and will come into force on 1 December.

This was announced by Prime Minister Denys Shmyhal.

‘The Government has already appealed to the President of Ukraine to sign these laws as soon as possible. They are one of the key requirements of our creditors. They are important for funding all expenditure items for the defence of our country this year and next,’ Shmyhal wrote on his Telegram channel on Wednesday.

The Prime Minister noted that after signing these laws, the government will receive additional resources for the purchase of weapons and ammunition, as well as the payment of salaries to the Security and Defence Forces.

According to the Prime Minister, 60% of the state budget 2025 expenditures are allocated to the security and defence sector. ‘Next year, we will spend more than UAH 2.2 trillion on the army, which is much more than the peacetime budget of the country.’

Half of the defence budget is spent on military salaries. UAH 739 billion is earmarked for the production and purchase of military equipment and weapons. Almost UAH 47 billion will be spent on the purchase of drones and UAH 55 billion on the modernisation of the defence industry.

‘Ukraine finances its army on its own, and we raise funds from our partners for the civilian part of the budget. We understand from what sources these funds will come and how we will cover all expenses,’ Shmyhal said.

The social part of the budget is almost UAH 421 billion. The goal is to help people who really need it. In March 2025, it is planned to index pensions, which is one of the key social conditions. Another UAH 10.5 billion will be allocated to veterans, almost UAH 200 billion to the education sector, and UAH 217 billion to healthcare. 

All programmes planned for the next year will be financed and implemented in full, the Prime Minister stressed.
