Kyiv Mayor Vitaliy Klitschko recorded a video message to President Volodymyr Zelenskyy and complained about attempts to unbalance power in the capital and destroy local self-government. According to him, these attempts are being made by the new head of the Kyiv City Military Administration, Tymur Tkachenko. 

According to the mayor, while the president is dealing with the war, people around him are ‘tirelessly engaged in political intrigues’. The mayor sees the actions of the head of the Kyiv City Military Administration as attempts to take over the powers of all the capital's authorities. 

‘The replacement of combat generals with a chief who has no military education, no military experience, and has not even served in the army, for no apparent reason, raises doubts about his ability to perform tasks related to the defence of public safety and order, which indicates political motives for such an appointment,’ the mayor said. 

Klitschko is convinced that there is an attempt to interfere with the economic activities of Kyiv and block the KCSA.

‘In particular, the KCSA does not consider important documents. For example, orders to restore buildings, compensate owners for damaged facilities, restore infrastructure and much more. All of this destabilises the city's governance and blocks important decisions for Kyiv residents. The capital has an elected mayor and a community-elected Kyiv City Council - they are legally responsible for the city's life. At the same time, the new head of the KCSA is trying to take over the powers of the head of the Kyiv City State Administration, the mayor, the city council, and district administrations in violation of the law,’ he assured.

Klitschko sees such actions as a usurpation of power and asks the President, as the guarantor of the Constitution, to intervene.
