Kremlin leader Putin has signed a decree stating that Ukrainian citizens who do not have legal grounds to stay on the ‘territory of the Russian Federation’ must leave the country on their own or ‘settle their legal status in the Russian Federation’ by 10 September 2025, Medusa reports, citing a legal information portal.
The decree also stipulates that foreigners and stateless persons staying in the territories of the self-proclaimed LPR and DPR, as well as in the occupied parts of Zaporizhzhya and Kherson Regions, must undergo a medical examination to confirm the absence of infectious diseases and drug use.
As you know, in July 2022, Putin signed a decree extending the possibility of simplified Russian citizenship to residents of all of Ukraine.
- In early March, the British Ministry of Defence reported, citing an intelligence report, that 3.5 million Ukrainians in the TOT had received Russian passports, as the Kremlin threatens people with confiscation of property and restrictions on social services. The occupiers also do not sell vital medicines to Ukrainians without a Russian passport in the Russian-occupied territories of Ukraine.
- In February, the occupiers announced that they had completed passport issuance in the temporarily occupied territories. All those who have not received an enemy passport will be recognised as ‘foreigners’.
