In the coming months, the Ukrainian Ministry of Defence will focus on three key areas. First and foremost, efforts are underway to implement a comprehensive transformation of recruitment and service conditions within the Defence Forces.
The first projects are currently being prepared for implementation, including a fair pay model, a new contract system with clearly defined terms of service and a transparent rotation mechanism, new approaches to unit staffing, and a reduction in the proportion of conscripts. Defence Minister Mykhaylo Fedorov informed journalists of this during a meeting dedicated to reviewing the ministry’s results.
“Secondly, there is the anti-corruption track. This summer will mark the transition to tender procedures in defence procurement. We have already conducted the largest competitive procurement procedure for 155 mm long-range artillery rounds and achieved savings of more than 16%. The next step is to switch drone procurement to tender-based procedures. Our task is to build a transparent, competitive and fast procurement system free from corruption risks. In parallel, we are launching a series of important anti-corruption reforms, particularly in the areas of research and development and state quality assurance,” the minister said.
The third area is the introduction of a guaranteed minimum level of drone provision for brigades. Each unit must know what minimum resources it is guaranteed to receive the following month in order to plan its work and operations effectively.
Fedorov noted that the pace of supplying the army has already increased significantly since the beginning of the year.
“There has been an increase in the supply of fibre-optic FPV drones, heavy bombers, reconnaissance drones, medium-range strike drones, deep-strike drones, Mavic-type drones, light bombers, Shahed interceptors and other equipment,” the minister said.
