Ukrainian defence technology company Phantom Defense has tested its own electronic warfare and counter-drone systems as part of the second stage of the US Drone Dominance programme. The company told the publication “Oboronka”.

Phantom Defense was one of three companies brought in by the Pentagon to create an environment for testing counter-drone technologies during the Gauntlet II stage. The trials took place at Fort Carson military base in Colorado.

For the tests, the Ukrainian company deployed a comprehensive counter-UAV system. It combined video interception tools, a command-and-control (C2) system, and electronic warfare equipment. The C2 system provided target detection and classification, coordinated the use of countermeasures, and confirmed the results of their operation.

One of the devices tested was Specter PRO — a dome and directional electronic warfare system. Its purpose is to protect strongpoints, brigade headquarters, and critical infrastructure facilities. In addition, Phantom Defense used other in-house developments — compact electronic warfare systems from the Specter L, Specter X and Specter XL families.

“Phantom Defense also demonstrated Streamhunter — a video interception system which, during the trials, successfully intercepted the video signal from UAVs. All the solutions involved are integrated with the C2 system, which provided situational awareness, transmitted data on detected targets and coordinated the operation of countermeasures, including electronic warfare and Streamhunter,” company representatives said.

According to Phantom Defense, the Ukrainian electronic warfare systems successfully jammed the drones used during Gauntlet II. The trials were conducted in various weather conditions, and the testing scenarios replicated the environment faced by UAV operators on the front line.

Following Gauntlet II, Phantom Defense received an invitation to take part in a number of subsequent events and trials within the Drone Dominance programme.

The trials ran from 24 August to 2 September. They involved 14 drone manufacturers and three developers of electronic warfare systems. One of the aims of the event was to create conditions as close to combat as possible in order to test the resilience of unmanned systems to electronic warfare effects.

In particular, the competitions also included the Ukrainian company Unwave, which specialises in electronic warfare systems. During the trials, the company presented four of its own electronic warfare complexes. According to Unwave, after the trials ended the US side sent the company a request regarding further support for activities within Drone Dominance.

The Pentagon launched the Drone Dominance programme on 17 December 2025. Under the initiative, every six months the US Department of Defense plans to test unmanned systems, identify the best manufacturers and sign contracts with them to supply drones. The programme’s total budget exceeds one billion dollars.

Overall, the US military has set out four selection stages. During the first phase, based on the results of the trials, 11 companies received the highest scores. They included Ukrainian Defense Drones, which presented drones from Ukraine’s F-Drones, as well as Skycutter — a partner of the Ukrainian manufacturer SkyFall.
