A humanitarian mission to provide assistance to residents of Oleshky in Kherson region, occupied by Russia, is planned in the near future, Ukraine’s Parliamentary Commissioner for Human Rights Dmytro Lubinets reported. He urged citizens to provide as much information as possible about those who are in the city.

Lubinets added that this includes, in particular, elderly people, those with limited mobility, and anyone unable to care for themselves.

“If you have any information that could help with organising the humanitarian mission, please contact the Office of the Ombudsman of Ukraine and share this information,” he said.

This can be done via WhatsApp, Viber, Telegram on the following numbers: +38 067 717 51 70, +38 073 719 81 34, +38 067 182 55 04.

Requests for assistance for the population are also accepted by email: [email protected] and via the online portal.

He recalled that its implementation will be made possible thanks to the support and coordination of efforts by the First Lady of the United States of America, Melania Trump.

“I am sincerely grateful to the First Lady for her mediation in this process and her exceptionally humane stance, which helps create the conditions to save our citizens. As the Ukrainian Parliament Commissioner for Human Rights, I remain in constant contact with all parties involved, the relevant state bodies and local self-government,” he said.

  • The Russian side said the silence regime would take effect from 4:00 a.m. on 27 October Moscow time, which corresponds to 3:00 a.m. in Kyiv.
  • Earlier, the White House reported that Ukraine and Russia had agreed to temporarily halt hostilities in Oleshky to ensure the delivery of humanitarian aid and prepare the evacuation of civilians through a safe corridor. Initially, the start of the local truce was announced for 29 October 2026.
  • The First Lady of the United States, Melania Trump, and her representative were involved in agreeing the ceasefire terms, working directly with the leadership of Ukraine and Russia. She did not rule out a personal visit to Ukraine.
  • Marines, together with brother units defending Ukraine as part of the UV(s) “South”, delivered to Oleshky around 4 tonnes of humanitarian aid.
