President Volodymyr Zelenskyy heard a report from the military on deep strikes and announced that the operation would continue.

“The operation against Russia’s oil refining industry is continuing – in response to Russian strikes on Ukrainian energy facilities. Our power stations, energy grids, heat supply, water supply facilities, civilian logistics – all of this is under constant attack by Shahed drones and missiles. The Russians are not changing the nature of their aggressive activity, have abandoned the de-escalation steps partners spoke about, and are counting on further strikes. We have identified our next responses,” the head of state said.

According to Zelenskyy, “Russia must decide that the time for war has run out”.

“Our long-range sanctions, our mid strikes, as well as all the pressure from partners against Russia over this war – that is what creates the motivation for real negotiations,” the president concluded.

  • As of the end of September, of Russia’s 38 main oil refineries, 15 had been taken out of operation and another 12 had reduced output of petroleum products. According to Ukraine’s Defence Ministry Main Intelligence Directorate, as a result, overall refining volumes at these facilities fell by 55.4% compared with the start of the year.
