A car was shot in Sosnytsya, Chernihiv region - a man got a gunshot wound to his head. This was reported by Suspilne (the Public Broadcasting Company of Ukraine) with reference to the mayor of Sosnytsya Andriy Portnyy.
“In Sosnytsya, a car was shot without any warning shots. The driver survived having jumped out of the car in time. The car has burnt down. In Sosnytsya, just in the street, a man got a gunshot wound to the head. Please do not move across the town without urgency. Everyone should stay in shelters,” Portnyy urged. He also said that before that a shot was fired in the direction of the Department of Emergencies.
Mayor of Nizhyn Oleksandr Kodola spoke about the situation in the city as of the morning of 28 February: "The situation in the city is under control, the night was calm. A resistance movement is being formed in Nizhyn, protective structures and checkpoints are being set up to ensure the safety of Nizhyn residents. Sand and everything necessary is being delivered to the checkpoints. Molotov cocktails are being prepared for meeting the Russians."
Mayor of Chernihiv Vladyslav Atroshenko recorded an address to the residents:
"Good morning, dear people of Chernihiv. We have survived another night. I’d like to share my good mood with you. Yes, we were bombed. We are being shot, but I see the unity of Chernihiv people, I see the organization, the desire to protect the city, and repel the enemy. ...If you see how you can help defend the city—with the organization of food or medicine delivery—call the hospitals. Our main hospitals now are the hospital №2 and the regional hospital. Keep in touch with the territorial defense to know what the guys need. Come to our military. Obviously, they need hot food and hygiene products."
Also, Atroshenko stated that "It's time to start probing them right in their positions. And we’ll be doing it for a day or two. God is with us, the truth is with us. Nobody will give Chernihiv to anyone!"
