Russia's human rights violations in Ukraine to be collected on a single national portal

The collected facts about violations will be used as evidence for the defense and representation of Ukraine in the European Court of Human Rights (ECtHR) and the International Court of Justice.

The web platform humanrights.gov.ua has been created to effectively collect and process information on human rights violations by the Russian Federation in Ukraine.

The site was launched on the joint initiative of the Office of the President of Ukraine, the Ministry of Justice of Ukraine, the Ministry of Foreign Affairs of Ukraine and the Permanent Representative of the President of Ukraine in the Autonomous Republic of Crimea.

The collected facts will be used as evidence for the defense and representation of Ukraine in the European Court of Human Rights and the International Court of Justice.

Representatives of human rights organizations, human rights experts, the scientific community, and anyone who has information about human rights violations or has been a victim or witness of such events will be able to provide relevant information according to a definite form on the intergovernmental platform.

“To record human rights violations and / or crimes committed, it is necessary to fill out a form, describe the case of human rights violation by the aggressor, attach available evidence: photos, videos, documents, information about witnesses, victims," the statement said.

All information and witnesses, who will provide it, will be under reliable protection. The information provided will be processed by a qualified team of lawyers. The evidentiary record will be used only in court cases of Ukraine against the Russian Federation in compliance with international standards of justice.

It should be noted that on 1 March, the European Court of Human Rights granted the application submitted by the Ministry of Justice of Ukraine for precautionary measures.

The court ordered the Russian Federation:

- not to carry out military attacks on civilians and civilian facilities, including housing, ambulances and other civilian targets under special protection, such as schools, hospitals;

- immediately ensure the safety of medical facilities, their personnel, and ambulances in the area under attack or siege by Russian troops.

The case is unique, while it is for the first time, the ECtHR has extended its decision not only to interstate but also to individual applications for interim measures to be brought in court in connection with the Russian military aggression in future.
