The U.S. Director of National Intelligence, Avril Haines, stated this, according to Bloomberg.
According to Haines, Ukraine, like many countries, has bio-research laboratories, but those are to defend against pandemics or attacks and are different from biological weapons laboratories.
As reported earlier, Russia blames Ukraine for its attempts to create biological and nuclear weapons. In particular, Russian Foreign Minister Sergei Lavrov said today that Ukraine, by the support of the United States' makes biological weapons that are "ethnically oriented."
The Russian Ministry of Defense reported on the captured "experimental" birds from Ukraine, which allegedly can spread "bioagents that can selectively affect different ethnic groups."
