The Russian army failed to fulfill its task of reaching the administrative borders of the Donetsk and Luhansk regions, encircling Kyiv, and establishing control over the left-bank part of Ukraine.

This was reported by the General Staff of the Armed Forces of Ukraine.

At the same time, the withdrawal of some units of the Armed Forces of the Russian Federation from the territory of Kyiv and Chernihiv regions continues. According to some signs, the enemy is regrouping units to focus its primary efforts on the East.

"At the same time, the so-called ‘withdrawal of troops’ is probably a rotation of individual units to mislead the military leadership of the UAF and create a misconception about the occupiers' refusal to encircle Kyiv," said the General Staff.

There are no significant changes in the organization and position of the Russian troops in the Volyn, Polissia, and Siversk sections. The occupiers are trying to keep the previously occupied borders. Therefore, they are not conducting attacks in these areas.

In the direction of Sloviansk, the enemy continues to hold positions in the area of the municipalities of Kamianka and Sukha Kamianka. They are taking measures to supply troops, regroup units, and replenish supplies.

In the Donetsk region, the enemy continues to fire and conduct assault operations. Russia is conducting missile strikes on the districts of Kreminna and Mariupol. The enemy focused its primary efforts on taking control of the municipalities of Popasna, Rubizhne, and the complete seizing of Mariupol. The Russians did not have success.

There were no changes in the organization and position of the enemy troops in the Tavriia direction.

In the Pivdennyi Buh area, the Russians are taking measures to restore the combat capability of their units. They are trying to restrain the actions of the UAF using artillery fire and missile strikes. This way, the enemy shelled the positions of the Defense Forces Units near the municipalities of Stepnohirsk, Orikhove, and Huliaipole.

In the areas of Novokarlivka and Luhivske, the enemy continues to build fortifications at occupied positions and install minefields.

There are no significant changes in the Black Sea and Azov operational zones.

Three-hour negotiations between Ukraine and RF took place in Istanbul on Tuesday. The Russian side informed that it would take "two steps towards de-escalation" towards Kyiv; in particular, it would "drastically reduce military activity in the Kyiv and Chernihiv sections."

In his evening address to Ukrainians, the President of Ukraine, Volodymyr Zelenskyy, emphasized that one can call the signals from negotiations with the Russian delegation on the cessation of war actions positive, "but you still can hear the rupture of russian shells."

“I'm sure you saw the news today that the Russian military allegedly decided to ‘reduce military actions in the Kyiv and Chernihiv directions’ ... Well, the same can be said about Chornobaivka – it is as if Russian aircraft simply decided to fly less, and Russian military vehicles decided to ride less," said Zelensky.

The President also emphasized that the UAF, intelligence, and all defenders of Ukraine are the only guarantee of our safety today.

The White House does not believe in the "withdrawal" of Russian troops from Kyiv and considers it to be regrouping.
