The secretary of the National Security and Defence Council, Oleksiy Danilov has published his own 12-step plan for the de-occupation of Crimea. According to him, he wrote it because "the Russian Gauleiter trash in temporarily occupied Crimea has gone too far in a hysterical z-fit - either going to seize Kyiv or Odesa, or falling into the Soviet madness of reviving the Crimean Smerch".

"For this Moscow garbage, I want to draw in broad strokes how Ukraine will de-occupy Crimea, where they and their ilk will be No 1 target - to forever discourage anyone from even looking in the direction of Muscovy or opening their mouths without thinking carefully when commenting on anything related to Ukraine," Danilov wrote on Facebook.

The first point in the plan is to put the issue of the design and location of the monument "Russian warship goes to f**k itself" in Crimea for public discussion. In order to save public funds, the pedestal of the monument to the sunken ships in Sevastopol could be used.

The second point is to determine the level of personal responsibility and the degree of involvement of Crimean residents in supporting the activities of the occupying administrations, which implies restricting the right to participate in elections – to vote and to be elected.

The third point is that all civil servants, judges, prosecutors and law-enforcement officers who were employed by the Ukrainian authorities, the Interior Ministry, the Security Service of Ukraine, the Ministry of Defence as of 2014, and who worked for the Russian occupation structures after February 2014 will be subject to criminal liability by Ukrainian courts. If they are not, they will still be deprived of their state pensions and banned from employment in state and local government bodies of Ukraine.

"'Wolf Ticket' is forever. Providing the Defence Forces of Ukraine and the investigation with important information relating to national security issues may be grounds for mitigating criminal punishment," Danilov said.

Fourth, Russia or "another entity that will claim succession" must ensure the unconditional and complete extradition of all Russian and Ukrainian citizens suspected of treason and war crimes.

Fifth, the crimes of propagandists (journalists, media professionals, experts) who contributed to the occupation, militarisation of childhood education and hostility against Ukraine, Ukrainians, Crimean Tatars and other nationalities will be investigated by Ukrainian or international law-enforcement agencies.

The sixth point Danilov mentioned was the immediate departure of Russians who illegally came to live in Crimea during the occupation.

The seventh point is that transactions made under non-Ukrainian law after February 2014, in particular in relation to real estate, are declared null and void.

"The ownership of property remains with the citizens of Ukraine. If it is appropriated or nationalised, the occupiers return the property to its owners. It is important to remember (!) - houses, apartments, land plots and other real estate purchased by Russian citizens in Crimea are worth no more than the future of Aksyonov or the hope of Konstantinov and similar collaborator's trash being released on parole," Danilov said.

Eighth, the Kerch Bridge is being dismantled.

The ninth is a comprehensive programme called Detoxification to neutralise the effects of years of Russian propaganda on the public consciousness of part of the peninsula's population. The NSDC secretary proposes to use the experience of applying effective methods of denazification in Germany in the 1940s, including the participation of identified groups of active supporters of the Russian occupation in public works to rebuild destroyed Ukrainian cities, exhumation and reburial of victims of Russian aggression (for those found guilty of such crimes by a court). Providing the widest possible access to information about the crimes of the Putin regime.

10 - Documentation of the facts of Russian crimes against Ukrainian citizens who resisted the occupation. Restoration of the rights of Ukrainian and Crimean Tatar activists.

11 - Immediate release of all Ukrainian citizens, Crimean Tatars, and Ukrainians who have been persecuted on politically motivated grounds since 2014, with compensation for moral damages.

12 - Sevastopol, given its place and role in the ideology of ruscism, the system of negative myth-making and rewriting of history, is renamed "Object 6". The Ukrainian parliament later decides on a new name for the city. Perhaps Akhtiar.

"A detailed and legally verified programme is being developed by the NSDC Office with the involvement of a wide range of specialists and experts, which will be reflected in a new version of the Strategy for the De-occupation of Crimea. Crimea is Ukraine! Our citizens live in Crimea, citizens of Ukraine, who are waiting to return home!" Danilov added.
