President Volodymyr Zelenskyy has signed a decree enacting the decision of the National Security and Defence Council to dismiss the heads of regional territorial centres for recruitment and social support of the Armed Forces (military enlistment offices).

According to the presidential website, the decree recommends that Armed Forces Commander-in-Chief Valeriy Zaluzhnyy make a decision on the tenure of military commissars, ending the practice of their rotation. He should also appoint officers who are directly involved in hostilities to the positions of heads of military commissions on the recommendations of the commanders of operational and tactical groups and operational and strategic groups of forces, subject to vetting by the Security Service of Ukraine (SBU).

In addition, the Prosecutor-General's Office, the National Agency for Preventing Corruption and the State Bureau of Investigation must take additional measures within one month to counteract corruption and other criminal offences committed by military enlistment offices.

Last week, the National Security and Defence Council recommended appointing wounded officers to regional military commissions. Later, a member of the parliamentary committee on national security, defence and intelligence, Fedir Venislavskyy, said that there are already lists of those who should replace the dismissed heads of military enlistment offices.

At the same time, inspections of military officers continue. The head of the NACP said the agency would complete these inspections by the end of the quarter.
