Ihor Liski, Chairman of the Supervisory Board of EFI Group, believes that two military corps should be deployed in Donetsk and Luhansk Regions, given their geography.
"First, it is a factor of security and faith in the future. Secondly, the modern army is a major employer. With our decentralisation reform, two corps of 20,000-50,000 people each are large employers," said Ihor Liski.
He also supports the deployment of a British military base, for example, in Mariupol.
"It would ensure the security of the sea route (via Azov Sea) and would also be a guarantor of future peace," the businessman said.
Commenting on this vision, Deputy Head of the Presidential Office Oleksiy Kuleba noted that there is no ready-made solution. However, it is clear that the state will be the main investor in Donetsk and Luhansk Regions after de-occupation, and the state will invest primarily in the "security component."
"Our military is well aware of the science and philosophy of this war. Do we need to take this into account when rebuilding cities? 100%. Everything is changing very quickly. If we look back to 2014-2015, when the war began, and then analyse 2022, when it continued on a full scale, we will see that these are different types of war in terms of intensity and use of weapons. And the active use of UAVs on both sides indicates that we may need to consider certain agglomerations and outposts in this area in the context of reconstruction," said Oleksiy Kuleba.
Former head of the Luhansk Regional Military Administration Serhiy Hayday believes that the high concentration of military in the Region will ensure natural assimilation of human resources.
"The military, border guards, National Guard, National Police will come with their families or will gradually move them. Children in schools and kindergartens will assimilate naturally. If there is a clear state position and motivation, teachers from different regions and doctors will also come. They will be motivated. And this is the most important thing," Hayday summarised.
