Russian troops launched an air attack on an enterprise in Toretsk at 10.50 a.m. on 28 November, the Prosecutor-General's Office has said.
Four female workers in one of the workshops were injured. They were rushed to hospital.
Some industrial facilities were damaged by the blast.
An investigation is now underway into violation of the laws and customs of war.
Over the day, the Russian army shelled five settlements in Donetsk Region and damaged 10 civilian facilities. In particular, the Russians ruined two blocks of flats in Avdiyivka and a police station in Toretsk.
