Russia dropped guided air bombs on the town of Kurakhove in Donetsk Region on 22 February, the Donetsk regional prosecutor's office has said.
They hit an industrial facility, injuring nine staff members, two women and seven men aged 31 to 54.
They suffered concussions and bruises.
Criminal proceedings were opened violation of the laws and customs of war (Article 438 Part 1 of the Criminal Code of Ukraine).
