Russian troops hit a taxi in Kherson, the head of the regional military administration, Oleksandr Prokudin, has said.
The driver died of wounds on the spot.
Two passengers – a 36-year-old man and a 39-year-old woman – were wounded. They are receiving medical assistance in hospital.
