PM: Ukraine knows where to get funds for next year, but $15bn gap remains

This "hole" will be filled from domestic sources, from confiscated Russian assets, or by agreement with partners. 

Ukraine expects to receive $50 billion from Russia's confiscated assets next year. These funds can be used for various purposes: both to finance the budget and for the needs of the Defence Forces.

Therefore, the government is confident that Ukraine will be able to get through the next year. This was stated by Prime Minister Denys Shmyhal at the Ukraine 2024. Independence forum in response to a question from the editor-in-chief of LB.ua.

"But we understand that this year the total civilian budget deficit was $38 billion, and we know where we will get these funds from. The next year's budget will be very similar to this year's budget - they are practically twin budgets. The total need for the next year is USD 35 billion. The total deficit is 35 billion, but out of 35 billion, we already know where we will get 20 billion," he said.

"These are the IMF and Ukraine Facility programmes. But another $15 billion remains to be covered by "firm agreements".

"We will have to look for it either from domestic sources, or from the $50 billion of confiscated Russian assets, or finalise our steps with our partners to support us in this amount," the Prime Minister explained.
