Upon Ukraine’s initiative, the UN Security Council will hold an Arria-formula meeting today on Russian crimes against Ukrainian prisoners of war and civilians, the Ukrainian Foreign Minister Andriy Sybiha has announced.

"We will use every international fora to draw attention to our people in Russian captivity, protect their rights, and demand their release," the head of Ukrainian diplomacy wrote on X.

  • UNSC meetings under the Arria formula are held at the initiative of delegations of UN Security Council member states to provide Council members with the opportunity to receive information on a particular issue from a wide range of participants who are usually deprived of the opportunity to be heard during formal meetings of the Security Council.
  • Such meetings can be held in closed (with the participation of UN Security Council members only) and open (for all UN Member States) formats and allow their participants to engage in direct dialogue with representatives of governments, international organisations and non-state actors on a wide range of issues on the Council's agenda.
