EU provides €30.6bn in budget support for Ukraine in 2025

In 2025, the European Union provides €30.6 billion in budget support for Ukraine.

This was announced by the Ministry of Finance.

Thus, EUR 18.1 billion is part of the G7 ERA initiative using the proceeds of the frozen assets of the Russian Federation, and EUR 12.5 billion is financial assistance under the Ukraine Facility.

The funds will be used to meet the needs of the state budget in 2025 and 2026.

According to Finance Minister Serhiy Marchenko, the EU has been the largest donor of direct budgetary assistance since February 2022. EUR 45 billion was raised during this period to finance priority public expenditures. 

Speaking at a meeting of the EU's Economic and Financial Affairs Council (ECOFIN) in Brussels, Marchenko said that last year, EU budgetary assistance accounted for more than 40% of all external revenues - €16.1 billion. 

The Minister added that Ukraine is systematically working to implement reforms. In particular, it is fulfilling all the conditions stipulated in the plan for the Ukraine Facility. Most of them, namely 56 out of 151, are scheduled for 2025. 

Last year in December, it was reported that the United States would provide Ukraine with $3.4 billion to support its budget.
