In July alone, Russia killed at least 437 civilians and injured 2,610 across Ukraine — the highest monthly civilian casualty figure since May 2022.

This is according to the latest report by the UN Human Rights Monitoring Mission, as reported by Ukrainian Foreign Minister Andriy Sybiha.

Seventeen children were killed and another 166 injured — the highest monthly number of child casualties since April 2022.

In July, long-range weapons were responsible for 38% of all civilian casualties.

“This is a system of deliberate terror that must be documented, investigated and brought to justice. Every Russian commander and official responsible for these attacks must know that evidence is being collected and that justice will inevitably follow,” Sybiha said.

The minister stressed that the record number of civilian deaths and injuries requires not more expressions of concern, but concrete action: tougher sanctions, stronger air defence, increased pressure on Moscow and holding Russia accountable.
