Military counter-intelligence and investigators from the Security Service, along with prosecutors from the Office of the Prosecutor General, have documented new war crimes by Russian Army General Valery Gerasimov, who is Chief of the General Staff of the Russian Armed Forces and First Deputy Defence Minister of the aggressor state.

The investigation found that since the start of the full-scale war, the official has been issuing combat orders to carry out combined missile and air strikes on Ukraine’s civilian infrastructure.

It was established that Gerasimov personally commanded the largest-scale shelling of Kyiv on the night of 2 July 2026.

At that time, the Russians used a total of 570 munitions against the capital: attack drones, hypersonic and ballistic missiles, including the Zircon and Iskander-M. As a result of the attack, more than 100 people were injured, 70 of whom were hospitalised with injuries of varying severity.

In addition, more than 20 residential buildings in different districts of Kyiv suffered significant damage.

On the basis of the evidence collected, Security Service investigators issued Gerasimov with an in absentia suspicion notice under Part 2 of Article 438 of the Criminal Code of Ukraine (war crimes resulting in loss of life).

According to SBU materials, in June 2024 the International Criminal Court in The Hague issued an arrest warrant for Gerasimov over war crimes against Ukraine’s civilian population.

At the time, based on the Ukrainian special service’s evidence base, the Russian general’s direct involvement in missile strikes on Ukraine’s energy system between 2022 and 2023 was established.

As Gerasimov is on the territory of the Russian Federation, comprehensive measures to bring him to justice are ongoing.
