Allied support for Ukraine in 2026–2027 is estimated at $45–90 billion — and, according to President Volodymyr Zelenskyy, that is not enough, while the main problem remains a shortage of Patriot systems.
He said this during an online discussion at the YES conference, LB.ua reports.
“The United States of America provided us with support of 100-plus billion in the first months of this war, and that support was very important. We will never forget it, and we do not forget it,” Zelenskyy said.
According to him, Europe later became the leader in support: “Today they have taken over this initiative, and it is very important that Ukraine did not lose everything during that difficult period.”
The President said that during his visit to Canada, Ukraine received a $1 billion support package, as well as another $1 billion to support Ukrainian energy projects in partnership with business.
“Overall, very serious support of up to $2 billion,” Zelenskyy noted, adding that this is not only about aid, but also about joint production and investment in renewable energy in Ukraine.
According to the President, today it is the EU that is the leading funder of Ukraine during the protracted war, while Ukraine buys weapons from the United States. Zelenskyy уточнив, that the estimated volume of bilateral support, EU support and support from individual countries for 2026–2027 amounts to $45–90 billion. In his view, these are substantial sums, but they are not sufficient.
The President noted that the number one problem today is no longer finances, although they always remain a difficult issue. The biggest challenge, he said, is the long queue for Patriot systems and a significant shortage of these systems.
“We understand what we need to do, and we will do it. But we would very much like to receive more understanding from America on this,” Zelenskyy said.
The President said that Ukraine is in talks with the United States about restarting the production of systems and missiles, primarily Patriot missiles. According to him, Ukraine has already received political support from President Trump, and Ukrainian manufacturers have already contacted and met with American manufacturers.
“It is very important that this moves faster tomorrow... All of this does not give Ukraine strength,” Zelenskyy stressed, calling for the relevant decisions to be accelerated.
- On 24 August, the European Commission approved €6.1bn for defence procurement for Ukraine. The funding is intended, among other things, for air and missile defence systems, missiles, ammunition and radars.
- These funds are part of the Ukraine Support Loan (UASL) totalling €90bn. The programme provides €30bn in budget support and €60bn for Ukraine’s defence needs over 2026–2027.
- For 2026, the programme предусматривает €28.3bn to strengthen Ukraine’s defence-industrial capacity. Previously, the European Commission had already approved defence procurement worth €16bn, of which Ukraine has already received €8.35bn.
- On 11 September, the European Commission finally approved the allocation of €6.1bn under the Ukraine support loan. The funds will be directed towards the purchase of drones and missiles for Patriot air defence systems.
