Ukrainian law enforcement agencies have served notices of suspicion on seven people who, according to investigators, were involved in the misappropriation of UAH 137.5 million belonging to the Kyiv Metro municipal enterprise.
This was reported by the press services of the Specialised Anti-Corruption Prosecutor’s Office and the National Anti-Corruption Bureau of Ukraine.
Notices of suspicion were served on a former official of the Kyiv Metro municipal enterprise, three employees of the Kyiv Metro municipal enterprise, two co-organisers, and the director of a controlled company.
It was established that at the end of 2022 the Warsaw Metro transferred 60 carriages to the Kyiv Metro free of charge.
In 2023, the Kyiv Metro municipal enterprise held tenders to procure freight forwarding services to ensure delivery of these carriages. A pre-selected company won the tender, offering transportation services at significantly inflated prices. The contract value was UAH 190 million.
Funds received for the contract were transferred by the scheme’s participants to the account of a controlled firm abroad. Later, part of the amount was paid to the actual carrier, while the remainder — UAH 137.5 million — was misappropriated.
The suspects’ actions have currently been classified under Part 5 of Article 191 of the Criminal Code of Ukraine.
