From 18 September, the State Agency of Water Resources of Ukraine has introduced temporary restrictions for water users carrying out special water use from surface water bodies.

The agency reported this.

The decision was taken on the basis of information from the Ukrainian Hydrometeorological Centre on the flow levels of Ukraine’s main rivers and the onset of low-water conditions.

The restrictions provide for:

  • reducing water abstraction limits for certain businesses;
  • the possibility for primary water users to restrict the rights of secondary water users, subject to agreement with the State Water Agency.

The restrictions will remain in force until 30 September 2026. After that, water users’ rights are to be fully restored, provided the hydrological situation normalises.

Local authorities, supervisory bodies and water users will be notified of the introduction of the restrictions.

The State Water Agency says such measures are necessary to ensure the rational use of water resources during the low-water period and to safeguard water security.

The restrictions do not apply to water abstraction for drinking needs.

  • Earlier, Moldova’s Ministry of the Environment reported a historically low water level in the Dniester Reservoir. Due to insufficient inflow, the reservoir level continues to fall. The ministry called this a “very serious signal” and said it is working continuously with the Ukrainian side, monitoring the situation and analysing hydrological data.
