Russia is trying to shift responsibility on to Ukraine for the humanitarian situation in temporarily occupied Oleshky in Kherson Region. This was reported by the Centre for Countering Disinformation.
Dmitry Peskov, spokesman for Russian dictator Vladimir Putin, acknowledged that a "critical situation" has developed in occupied Oleshky.
According to the CCD, the city’s residents are effectively cut off and do not have proper access to food and medical assistance.
At the same time, Peskov tried to place responsibility for the situation on Ukraine. He claimed that the so-called "Kyiv regime is doing everything to obstruct the supply of food".
The Centre notes that such accusations are a typical tactic of Russian propaganda.
According to the CCD, the Kremlin regularly makes baseless accusations that Ukraine is committing crimes against the population of temporarily occupied territories. In this way, the Russian authorities are trying to justify the occupation and shift attention away from the systematic crimes committed by Russian troops in the occupied territories.
The CCD stressed that responsibility for the humanitarian situation in Ukraine’s temporarily occupied territories lies with Russia as the occupying state.
The UN Human Rights Monitoring Mission in Ukraine also points to the obligations of an occupying state. Its report states that, under international law, the occupying power is obliged to provide the population of the occupied territory with food and medical supplies, and to facilitate the provision of humanitarian assistance.
