Ukraine has received €2.9bn from the European Union under the Ukraine Facility.

This was announced by Ukrainian President Volodymyr Zelenskyy and Prime Minister Serhiy Koretskyy.

The funds are part of financing already provided under the Ukraine Facility, which became possible after Ukraine met 10 indicators during the first and second quarters of 2026 and earlier periods. They relate to the banking sector, energy, agricultural policy, transport and other areas. In particular, three indicators were met ahead of schedule.

According to Koretskyy, the need for funding remains critical.

“We are accelerating the adoption of all government decisions as much as possible. We are also working with parliament to pass the necessary bills as quickly as possible,” the head of government said.

Volodymyr Zelenskyy also thanked European Commission President Ursula von der Leyen and EU member states.

  • The EU approved this payment in late September. This is the eighth tranche under the Ukraine Facility. It was also decided that almost €800m of this amount would, for the first time, be provided under the Ukraine Support Loan — a loan to support Ukraine.
  • The Council of the EU also included in the programme a voluntary financial contribution from Norway of 1bn Norwegian kroner (about €92m) in the form of non-repayable aid.
