Japan Imposes New Sanctions on Russia’s ‘Shadow Fleet’ and More Than 30 Companies

The Japanese government on 2 October introduced new sanctions against Russia. The measures include freezing the assets of Russian companies and individuals, as well as additional trade and financial restrictions.

This is reported on the website of Japan’s Ministry of Foreign Affairs.

The sanctions apply to 33 Russian companies and nine individuals. They will be subject to an authorisation regime for making payments and carrying out capital transactions, including those involving bank deposits, trusts and loans.

Separately, Japan banned exports to four foreign companies from Turkey and the United Arab Emirates.

Tokyo has also introduced restrictions on 35 vessels in Russia’s “shadow fleet”. Providing them with services and conducting financial transactions related to purchase, sale, leasing or chartering will be possible only with a special permit.

The new restrictions apply to the fulfilment of obligations and the provision of services from 2 October 2026. At the same time, they do not apply to obligations under contracts concluded before that date if performance or the provision of services takes place by 1 November 2026.
