At a meeting on 27 October, the Kyiv Defence Council reviewed the implementation of a project to build combined water crossings over the Dnipro and the access roads to them. The locations will be determined by the military command and approved, among others, by the Kyiv City Military Administration.

Mayor Vitali Klitschko reported this. He added that they also discussed the safety of Kyiv’s bridges in view of intensified strikes on critical infrastructure.

“In particular, specialists from the city’s relevant institutions are developing additional technical solutions to preserve the structures of bridge crossings over the Dnipro River. On this issue, we heard proposals from the military,” he said.

They also discussed the installation of mobile shelters. They heard information from the leadership of the SBU Main Directorate in Kyiv and Kyiv Region.

“I once again stressed that in mid-October, at a meeting of the Kyiv City State Administration, I instructed the heads of the capital’s districts to set priorities for the use of funds for arranging shelters. And not to step away from the issue of installing mobile shelters. And to reallocate funds within the budgets allocated to the districts,” Klitschko said.

  • In Kyiv, only this year, against the backdrop of the city’s drone terror, work on installing such shelters has been stepped up. The mayor’s office shifted responsibility to the district state administrations, whose heads are appointed by the president, while the Kyiv City Military Administration shifted it to the Kyiv City State Administration.
  • The need for alternative crossings from the right bank to the left was raised after Russia began deliberately striking bridges. The Russians carried out such a strike last night as well – hitting the Southern Bridge with a ballistic missile.
