A mission from the International Monetary Fund will begin discussions with the Ukrainian authorities on the second and third reviews of the Extended Fund Facility (EFF) programme.
The Fund’s spokesperson, Julie Kozack, said this, Interfax-Ukraine reports «Interfax-Ukraine».
During the meetings, IMF experts will assess recent economic developments, Ukraine’s compliance with its commitments and the availability of financing assurances. The team will also discuss the macroeconomic outlook with the Ukrainian authorities, taking into account the intensification of Russian attacks. This includes, in particular, economic growth forecasts, inflation, the fiscal plan for 2027 and financing needs.
The four-year EFF programme for Ukraine worth $8.1bn was approved at the end of February this year. In July, the IMF completed the first review and disbursed a second tranche of $690m, bringing the total financing received under the programme to $2.2bn. At the same time, eight new structural benchmarks were added to the updated plan, most of them fiscal.
According to Kozack, the IMF plans to submit the combined programme review to the Executive Board for consideration by December this year. If approved, Ukraine could receive about $1.65bn.
Meanwhile, Ukraine’s Finance Minister Serhii Marchenko noted that ahead of the IMF mission’s visit in November, it would be desirable for the country to have confirmation of all sources of external financing for the 2027 state budget, totalling $52.6bn. At present, about $32.6bn of this amount still requires additional agreement. In Kyiv, they are counting on support from the European Union, which is expected to cover two thirds of this need, as well as programmes with other international partners.
