Five Military Recruitment Officers in Bukovyna Suspected of Unlawfully Detaining Conscripts

In Chernivtsi Region, five servicemen from a district Territorial Recruitment and Social Support Centre (TCRSSC) and a law enforcement officer have been exposed and are suspected of torture, unlawful deprivation of liberty of men liable for military service, and receiving an improper benefit.

This was reported by the Prosecutor General’s Office.

The case concerns the head of one department of a district TCRSSC in Bukovyna, four servicemen from the centre, and a law enforcement officer.

According to the investigation, four incidents of unlawful conduct during mobilisation measures were documented between July and September 2026.

In July, in Mamayivtsi, servicemen beat a man who tried to get out of a car and, against his will, took him to the TCRSSC, where he was held for subsequent mobilisation.

On 16 September in Chernivtsi, a serviceman received €5,500 to help a man avoid mobilisation; the man was wanted for violating military registration rules. The money was handed over by his mother, after which the man was released.

Later on 16 September in Chernivtsi, another man was sprayed with tear gas for refusing to show his documents and was forcibly taken to the TCRSSC. He sustained minor injuries.

On 30 September in Chernivtsi, the father of three children, who had a lawful deferment, was detained. On the way, he was threatened with a pistol and struck in the torso at least four times. Despite the deferment, mobilisation measures were applied to him.

On 21 October, under the procedural supervision of the Chernivtsi Specialised Prosecutor’s Office for Defence in the Western Region, six individuals were served with notices of suspicion.

At prosecutors’ request, five suspects were remanded in custody, two of them without the right to post bail. Another was placed under house arrest. The head of the TCRSSC department has been suspended from official duties.
