Ukraine has decided to put Russia onto the list of countries of migration risk, says the resolution by the National Security and Defense Council of Ukraine adopted on 10 July, and effectuated by a presidential decree on 30 August.
The resolution obliges the Cabinet of Ministers to update the list of countries of migration risk and to put the Russian Federation onto it.
Countries of migration risk are listed in an addendum to the foreign ministry regulation on the procedure for issuing visas to foreigners and stateless persons for entry to Ukraine and transit through its territory.
Russia will be the first European state on this list. Until recently, the contains only the countries of Africa, Asia or Latin America.
In response to Russian aggression, Ukraine is set to introduce biometric control of Russian citizens from January 1, 2018.
