On the morning of 18 March, the Russians launched a rocket attack destroying the premises of the regional institute of the National Academy of Public Administration under the President of Ukraine in Kharkiv.
Kharkiv telegram channels reported this information, and the deputy head of the Kharkiv RMA, Roman Semenukha, confirmed it.
The Chief of the Main Department of National Police Service of Kharkiv Region, Volodymyr Tymoshko, published the photo from the scene.

They are raising their children and killing yours," Volodymyr Tymoshko wrote.
Kharkiv Mayor Ihor Terekhov said that the Russians bomb houses, schools, markets and infrastructure in the city every day. Multi-storey buildings in Pivnichna Saltivka suffered the most.
"708 buildings, including more than 600 multi-storey buildings. Suppose we have 8,000 houses, count for yourself. Kharkiv residents have always been proud of administrative buildings, Art Museum, Korolenko Library, many historic buildings, and the historic city centre. They are destroyed today.
