During the Istanbul negotiation, Ukraine initiated the signing of a new international security guarantee agreement. This document must be supported in a national referendum. One of the points included in the agreement will be similar to NATO's Article 5 said David Arakhamia, Ukrainian delegation member, the head of the Servant of the People parliamentary faction, on 29 March negotiations results briefing, UATV reports.

Arakhamia: “About a new system of security guarantees for Ukraine, we insist that it should be an international agreement signed by all security guarantors and ratified to avoid the mistake that was once made in the Budapest memorandum. We are now taught so painfully because it turned out to be just a piece of paper. We want it to be an efficient international mechanism for specific security guarantees for Ukraine."

According to the head of the Servant of the People faction, the new document should be supported in a national referendum. At the same time, this will be possible only after the Russian troops' withdrawal from Ukraine territory and Ukrainian citizens return.

Arakhamia "We have a law on a national referendum. It can be held only in peacetime. We asked the Russians whether they recognize the Vienna Convention. They answered yes. Accordingly, an agreement signed under pressure isn't recognized. Therefore, a peaceful time is needed for a referendum. Not a single guarantor will sign a contract under pressure. If all participants agree on this position, there will be a withdrawal of troops, peoples’ return, and after a referendum."

As a reminder, Ukraine offered Russia not to escalate the issue of returning Crimea by military means for fifteen years. Crimea and Donbas are separate points of the peace agreement.
