In the negotiations in Istanbul, the Russian side offered to hold a meeting of the Presidents of Ukraine and Russia at the same time as the signing of the peace treaty by the Foreign Ministers.
This was stated by the representative of the Russian delegation, former Minister of Culture and Vladimir Putin's aide, Vladimir Medinskiy.
"We have agreed and are proposing a solution according to which a meeting of heads of state is possible simultaneously with the initialing of the agreement by foreign ministers. Moreover, at the time of the initialing and consideration of the agreement, it is possible to discuss various political nuances and details," the Russian news agency TASS Medinskiy as saying.
At the same time, the head of the Servant of the People faction and the head of the Ukrainian delegation to the talks with Russia, Davyd Arahamiya, believes that enough materials have been prepared to organize a meeting between Ukrainian and Russian Presidents Volodymyr Zelenskyy and Vladimir Putin.
"We believe that enough materials have been worked out to make the meeting of the Presidents of Ukraine and the Russian Federation possible. We have sent such a proposal to the Russian Federation and expect a response from it," Interfax Ukraine news agency quoted Arahamiya as saying after the Ukrainian-Russian negotiations in Istanbul on Tuesday.
As Oleksandr Chalyy, a member of the Ukrainian delegation to the talks, explained, the agreement on security guarantees is a possible format for ending the war.
On 18 March, Russian presidential spokesman DDmitriy Peskov said that the need for a meeting between Putin and Zelenskyy would depend on the modality of the ceasefire document, which had yet to be agreed.
