The Verkhovna Rada passed legislation banning the symbols of the occupying country.
The letters "Z", "V" are recognized as symbols of military invasion. Russia has been named a terrorist state that commits state genocide of the Ukrainian people. The law also stipulates that the russian federation follows the principles of the fascist and Nazi regimes of Hitler and Mussolini.
311 people's deputies voted for the Law "On Prohibition of Propaganda of the Russian Neo-Nazi Totalitarian Regime, Act of Aggression against Ukraine by the Russian Federation as a Terrorist State, Symbols Used by Armed and Other Military Formations of the Russian Federation in the War against Ukraine" (7214 of March 26, 2022) at a meeting of the Verkhovna Rada.
The explanatory note reminded that on February 24, 2022, the russian federation launched an open war against Ukraine.
"From the first seconds of the war, russia has been killing Ukrainians simply because they live in Ukraine, destroying civilian buildings and critical infrastructure. Millions of people are forced to flee their homes. The scale of russian state terror in Ukraine is impressive ... It is obvious that the scale, approaches and ideology of the russian federation follow the principles introduced by the fascist and Nazi militaristic regimes of Hitler, Mussolini and others.", deputies emphasize.
The very fact of state terrorism on the part of the russian federation, the neo-Nazi nature of its political, totalitarian regime, is obvious to the whole world.
"This conclusion is confirmed by the resolution of the UN General Assembly of March 2, 2022, and the calls of many governments in almost all countries. The leaders of the terrorist state are trying to make the letters "Z" and "V" one of the symbols of aggression against Ukraine. Initially, these letters were used as a tactical marking of military equipment from various military districts of russia used in the war against Ukraine", explained in the document.
Therefore, the Council recognizes in this law the neo-Nazi nature of both the entire political regime of modern Russia and the symbols used to indicate justification and support for war.
After its signing, the legislation of Ukraine will be supplemented with new terms:
"terrorist state" and "symbols of the military invasion of the russian neo-Nazi totalitarian regime in Ukraine";
the letters "Z", "V" are recognized as symbols of russia's military invasion of Ukraine;
russia is recognized as a terrorist state, one of the goals of whose political regime is the state genocide of the Ukrainian people, physical destruction, mass murder of Ukrainian citizens, international crimes against civilians, use of prohibited methods of war, destruction of civilian objects and critical infrastructure, creation of artificial humanitarian catastrophes in some regions of Ukraine;
any propaganda of the russian neo-Nazi totalitarian regime, an act of aggression against Ukraine by russia as a terrorist state, including the use of symbols of invasion, is prohibited;
The Law of Ukraine "On Combating Terrorism" is supplemented by the term: "terrorist activity" - propaganda of the russian neo-Nazi totalitarian regime.
The deputies also proposed further amendments to various codes "to establish criminal liability for propaganda of the neo-Nazi regime of modern russia and the symbols of russia's murder of children, women, men and all civilians in Ukraine.".
